It has been advised in a variety of contexts that disclosure of lists including the identities of individuals who participate in programs based on their ages, particularly children and older adults, may be withheld on the ground that disclosure would constitute “an unwarranted invasion of personal privacy.”  In the context of the situation that you described involving lists of “children in grades K-8”, I believe that those persons are among the most vulnerable, and that the Town clearly has the ability to deny access to the names and addresses of the participants.
