Not in our opinion. When an employee has reached the point of redacting, the record has already been “prepared.” If, however, portions of a record may properly be redacted, and the agency must make a photocopy from which the redaction is made, it has been advised and confirmed by the courts that the agency may impose a fee of twenty-five cents per photocopy.
