That a record is characterized as a "working document" is irrelevant; all government agency records are
subject to rights of access conferred by the Freedom of Information Law. Insofar as the working
document consists of statistical or factual information, it is accessible under FOIL, and if it is scheduled
to be discussed at an open meeting, it is among the records that should be disclosed pursuant to
section 103(e) of the Open Meetings Law following a FOIL request, or if possible, on the school
district's website.

Attached is an opinion dealing with the records at issue in greater detail.
