It is assumed that you are referring to bills involving a utility owned by a municipality. If that is so, I
believe that the bills would be available under the Freedom of Information Law to any member of the
public. The only instance in which a denial of access be proper would be the situation in which the
request involves a list of names and addresses that would be used for solicitation or fund-raising
purposes.
