Unless draft minutes are scheduled to be discussed (not merely the subject of a motion) in public, or
are the subject of a resolution scheduled to be discussed in open session, there is no obligation to post
them online to comply with section 103(3) of the Open Meetings Law. This not to suggest that they
cannot be posted on the Town's website, but rather that there is no obligation to do so.
