In response to your voice mail, please note that the language in Education Law section 260-a regarding
cities having a population of one million or more is a qualifier only for committee and subcommittee
meetings, not the board of trustee meetings. In other words, this will confirm that section 260-a
requires meetings of boards of trustees of free association libraries to be held in accordance with the
Open Meetings Law, regardless of whether they are in cities of a certain size.
